Peguam Perancis yang mewakili Suara Rakyat Malaysia (SUARAM) dijangka tiba ke Kuala Lumpur lewat Jun atau Julai untuk memberi taklimat mengenai perkembangan terbaru skandal pembelian dua kapal selam Scorpene.

Suaram mewakili rakyat Malaysia memfailkan aduan terhadap DCNS pada Disember 2009, di mahkamah Paris kerana aktiviti rasuah dalam urusan pembelian berkenaan.

Suaram juga mengesyaki wang sogokan berjumlah ratusan juta di sebalik transaksi berkenaan, yang butirannya cuba disembunyikan pentadbiran Perdana Menteri, Datuk Seri Najib Tun Razak.

Menurut laporan Malaysia Chronicles, peguam berkenaan akan memberi taklimat kepada warga Malaysia di beberapa tempat.

Namun tidak dapat dipastikan samada peguam Joseph Brehem yang tiba ke sini April tahun lalu akan turut hadir.

Akhbar Suara Keadilan baru-baru ini mendedahkan dua lagi bayaran komisen berjumlah RM32.5 juta, selain RM493 juta yang didedah lebih awal dalam proses pembelian dua kapal selam Scorpene. Continue reading

疑有人企图掩盖事实,李文材促警方查真相

(怡保25日讯)针对陈尸吉隆坡反贪污委员会总部的雪州关税局助理总监阿末沙巴尼(Ahmad Sarbani Mohamed)的妻子玛芝雅(Maziah Manap)向警方报案一事,务边区国会议员李文材医生怀疑有人企图掩盖事实的真相,并促警方立刻展开调查。

根据玛芝雅的报案书披露,她于5月2日前往格兰纳再也(Kelana Jaya)警局报案,怀疑调查其丈夫案件的反贪委官员干尼(Ghani)一时口快说漏嘴,不小心透露有人应为其丈夫之死负责。她在报案书中指出,她在4月杪会见调查其夫命案的反贪委官员干尼(Ghani)时,申诉自己的悲痛心情,未料干尼却脱口说:“不是我……是我的人。(Bukan saya…Orang saya)”。

李文材对玛芝雅的报案书内容感到震惊不已。他指出,随着玛芝雅的惊人透露,阿末沙巴尼被谋杀的可能性大大提高。警方不应该排除这个重要的线索,而纯粹从“突然死亡”的角度进行调查。

反贪官员:”不是我,我的人” 坠死关税局官员妻子报警促查

《独立新闻在线》从霹雳州迪遮区州议员郑立慷手中取得这份报案书,他曾于上周五晚上在金宝的甘榜督亚冷色佳(Tualang Seka)揭露此事。

Kematian Ahmad Sarbani: “Keterlanjuran” pegawai penyiasat cungkil keraguan

“Keterlanjuran” seorang pegawai penyiasat Suruhanjaya Pencegahan Rasuah Malaysia mencungkil keraguan balu kepada Allahyarham Ahmad Sarbani Mohamed, yang pada asalnya telah “redha” dengan kematian suaminya. Maziah Manap, terkejut dengan kenyataan “Bukan saya…Orang saya” dari bibir seorang pegawai penyiasat SPRM bernama Ghani, dalam satu perjumpaan pada 28 April 2011.

Maziah Manap (gambar kiri) membuat repot polis pada 2 Mei 2011 di Balai Polis Kelana Jaya, mengesyaki bahawa Ghani telah “terlepas cakap”, semasa perjumpaan di pejabat Kastam dengan mendedahkan siapa yang bertanggungjawab di dalam kes kematian suaminya. Maziah berharap agar polis akan menyiasat maklumat tersebut.

Dalam perjumpaan pada 28 April, Maziah telah meluahkan perasaannya kepada pegawai penyiasat, termasuk Ghani. Di akhir luahannya, Maziah menyatakan bahawa dirinya redha dengan kematian suaminya, seterusnya bertanya soalan, “Apakah Encik Ghani akan buat sekiranya Encik Ghani berada di tempat saya?”

Apa yang mengejutkan Maziah adalah “jawapan yang perlahan daripada Ghani, yang menyatakan “BUKAN SAYA… ORANG SAYA”. Maziah menyusul dengan pertanyaan “ORANG?”, namun Ghani terus mendiamkan diri dan Jariyana bt Yusof terus mengajak Ghani keluar kerana ada operasi.

Electricity Tariff Can Go Lower Even Without Gas Subsidy

I refer to a series of recent statements by government ministers on a possible increase of electricity tariff expected in June 2011.

The issue of electricity tariff in Malaysia is inextricably linked to the lopsided agreements forced onto Tenaga Nasional Berhad (TNB) with the independent power producers (IPPs) especially the first generation IPPs.

The former CEO of TNB, Tan Sri Ani Arope had gone on record to protest the exorbitant electricity price charged by IPPs to TNB. The reported price range of 13.7 sen to 15.5 sen per kWh charged by IPPs to TNB was even higher than TNB’s own generation cost, effectively forcing TNB to buy electricity at a bumper price. The price was also fixed for the duration of the agreement using a higher inflation adjusted price of power in the early years, thus allowing the IPPs to make bigger profits during the early years to recoup their investments at the quickest possible time.

The agreements also shield the IPPs from any risk of fuel (natural gas, diesel and coals) price increase which were passed to TNB to bear. Subsequently, this arrangement has caused PETRONAS to produce and buy natural gas at a much higher market price and sell to TNB/IPPs at a fixed subsidised price. The cost for this gas subsidy has ballooned to an estimated RM22 billion annually (at the current crude oil and natural gas market prices).

The final result of this complex and lopsided arrangements is the relatively disproportionate high electricity tariff paid for by the Malaysian public. The combined costs of higher electricity price charged by IPPs to TNB and the scheme for early repatriation of profits by IPPs had all been passed to the public – either by a direct increase in the electricity tariff or the financial loss from the gas subsidy provided to TNB/IPPs in the name of keeping the tariff low.

Unfortunately, for a country which heavily subsidises the power generation sector by way of cheap natural gas, Malaysia’s electricity tariff is actually higher than Thailand’s whose power producers buy the natural gas at market price (currently three times higher than the subsidised natural gas prices in Malaysia).

A residential consumer in Thailand only pays 18 sen per kWh for the first 150 kWh used; compared to Malaysia’s tariff for equivalent usage of 22 sen per kWh. That is a difference of 22% higher tariff in Malaysia.

Similarly, retail customers under the category of “low voltage commercial tariff” also pay higher tariff in Malaysia compared to the equivalent electricity consumption in Thailand. The tariff is 37 sen per kWh in Malaysia, 48% higher than Thailand’s tariff of 25 sen per kWh for the same category of consumption.

Therefore, it has been my contention all along that the estimated RM22 billion (RM 19 billion, 1999) gas subsidy provided to the IPPs/power generation sector does not reach the intended end users. Instead, it only benefitted the well connected businessmen and cronies over the years and robbed the country of the financial muscle to rein in inflation and expedite the right model of industrialisation and development.

It is in this perspective that I call upon the Federal Government to do justice by reviewing the price of power charged to TNB by the IPPs, including the dismantling of fixed charge elements such as stand-by and fixed capacity charges that had increased the cost of electricity in Malaysia significantly.

Felda pinjam KWSP RM6 bilion, ANAK tuntut penjelasan Najib

KUALA LUMPUR: Perdana Menteri, Datuk Seri Najib Tun Razak dituntut memberi penjelasan segera mengenai tindakan Felda memohon pinjaman RM6 bilion daripada Kumpulan Wang
Simpanan Simpanan Pekerja (KWSP).

Pengerusi Persatuan Anak Peneroka Felda Kebangsaan (Anak), Mazlan Aliman mendedahkan bukti itu yang terkandung dalam minit mesyuarat Jawatankuasa Kemajuan Rancangan Felda Nitar 2, Mersing Johor.

Beliau mempersoalkan tujuan pinjaman itu kerana sebelum ini, Timbalan Menteri di Jabatan Perdana Menteri, Datuk Ahmad Maslan menafikan kenyataan Pakatan Rakyat bahawa Felda berdepan krisis kewangan yang kian parah.

“Sebelum ini  Datuk Ahmad Maslan berkata Felda memiliki kewangan yang kukuh, jika betul apa tujuan pinjaman ini kerana bebanan akhir akan ditanggung peneroka,” katanya ketika mengadakan sidang media di Pejabat Agung Pas, Jalan Raja Laut Kuala Lumpur tengahari tadi.

Mazlan  turut mengedarkan salinan minit mesyuarat itu kepada wartawan, yang antara lain menyatakan “Felda telah meminjam dari KWSP untuk pembangunan lot peneroka sebanyak RM6 bilion. Continue reading

Malaysia’s Food Price Increase In The First Four Months Of 2011 Is Double The Global Average

The latest inflation statistics released by Bank Negara Malaysia[1] for the first four months of 2011 (up to April 2011) is alarming. I am particularly concerned with the prices for food and non-alcoholic beverages that saw a 4.9% increase for the period January to April 2011 when compared to a similar period in 2010.

If this pattern persists for the remainder of the year, 2011 will register the second highest food price increase for the people to bear since 2006. This will repeat the pain of 2008 when food prices increased by 8.8% due to a sudden hike in petrol and fuel prices.

Food prices in Malaysia increase at more than twice the rate of global food prices in the first four months of 2011. A comparison of consumer price index (CPI) for global food prices published by United Nation’s Food and Agricultural Organisation (FAO) against BNM’s statistics foretells the economic misery that will affect millions of ordinary Malaysians if the Federal Government is reckless in its subsidy rationalisation program:

There is a direct correlation between haphazard removal of subsidies that affects the majority of Malaysians and the persistent food price increases registered in the first four months of the year.

Furthermore, the moral and social justification for offloading more financial burden to the public to solve the Federal Government’s budget deficit is weak; when the main excesses and wastages that led to the budget deficit in the first place are left untouched. The rakyat will find it hard to swallow the reality that they have to shoulder the responsibility for a decade’s worth of Barisan Nasional’s economic mismanagement especially when they know the tycoons and cronies who benefitted most from the largess of the past decade are left unpunished.

Pakatan Rakyat has outlined a clear set of steps to be taken in order to reduce the national budget deficit without overly burdening the rakyatin its Buku Jingga. This includes the removal of the RM19 billion corporate subsidies given to the elite and well connected companies including the Independent Power Producers (IPPs) and instituting an effective war against corruption to prevent an estimated RM28 billion leak and wastages suffered by the Federal Government each year (as concluded from the 2008 Auditor General’s Report). 陈家兴:市议会以拨款不足暂缓万合花园篮球场计划


(怡保23日讯)针对万合花园兴建篮球场计划,务边区国会议员李文材政治秘书陈家兴披露,市民在经过四个月的漫长等待后,市议会最终以拨款不足为由暂缓这项计划。

他表示,市议会曾经在本年2月间指示测量员到该处视察和测量场地环境,而且市议会已经针对该项申请开启档案处理,可是该计划却意料之外被无限期押后处理。

“在询问市议会相关部门负责人后,市议会表示在万合花园已经兴建一座新颖的游乐场,以及一座室内足球场(Futsal),所以面对拨款不足的问题。” Continue reading
